The changes in the energy market and comparative costs of non-renewable energies since 2008 has resulted in a situation where the current regulations create a disincentive to comply with the intent of the original regulations desire to deliver lower greenhouse emissions in a  cost effective manner though the removal of high emitting water heaters in SA.

The ability to ensure compliance with the current regulations is difficult given the complexity associated with the existing rules, and the ability to audit COC compliance under the current scheme(s).
