What is LPG? (Video takes approx 10 mins to download)

Outline:
The Gas Energy Australia National Personnel Certification Scheme provides formal industry-wide recognition of workplace practices that have been determined through an industry consultation process.  The aim being to provide increased confidence and assurance to the LPG industry and community that personnel certified against the criteria of the Scheme have demonstrated specific knowledge, skills, personal attributes and qualifications in select employment codes.

To gain Level 1 (Low Risk) Personnel Certification the applicant is required to  demonstrate their understanding of the characteristics, properties and safe handling practices of LPG. Personnel applying to Level 1 certification would be people working within or near a LPG safety controlled site and would have, on occasion, the need to work or transit within the safety controlled area.  Support roles such as secretarial, clerical, administration or management may be suitable applicants for Low Risk Certification.

To gain Level 2 (High Risk) Personnel Certification the applicant is required to demonstrate their understanding of the characteristics, properties and inherent safety risks of LPG. Personnel applying to Level 2 would be people who directly handle LPG; work on, with, or design LPG handling equipment; or act in the capacity of making decisions that directly influence an industrial safety outcome. This Level would cover plant operators and inspectors; maintenance staff; transport and logistics personnel; engineers and equipment installers etc. Certification at Level 2 is a prerequisite for certification to the High Risk Scopes.

(Personal Assessment – PAAS Master® – Assessment is suspended pending further validation)

Level 2 (High Risk) Personnel Certification includes four specific employment codes (Scopes)

  1. LPG Tanker Driver
  2. LPG Cylinder Filler
  3. LPG Autogas Installer / Retrofitter
  4. LPG Equipment Maintainer (under development)

Gas Energy Australia administers the National Personnel Certification Scheme as a service to its members, the industry and the community.

Benefits of Personnel Certification:
The benefits of Personnel Certification extend from the person, through the industry and into Government authorities, and include;

  1. The certification process recognises prior learning (RPL) and current competencies (RCC) through a wide range of current certifications and qualifications. For many people employed in the LPG industry, their current levels of knowledge and skills may be sufficient for certification;
  2. The on-going validation of the Scheme via the Gas Energy Australia Scheme Committee ensures that the Certification remains valid and cognisant of changes in operational practice, regulations, national standards etc;
  3. Personnel Certification provides a ‘qualification passport’ for persons seeking employment throughout the LPG Industry;
  4. Recognition of certified people by businesses, authorities and employers; and
  5. The Scheme operator is accredited and audited to ISO / IEC 17024:2003.

What Personnel Certification will not do:
Personnel Certification does not replace the training needed by industry personnel to operate safely in the LPG industry.  Personnel Certification recognises training outcomes.

Personnel Certification is not a short-cut to the various qualifications needed in many occupations in the LPG industry.
